Cybersecurity expert with 20 years of experience. My specialties include: development of strategies, plans, policies, processes, and IT security procedures; compliance with standards (NIST, SOX, ISO 27001); selection, implementation, management, and monitoring of technical and administrative security controls; threat management; security architecture; critical infrastructure protection; cloud security (design and execution); leading working groups in information security and incident response; and managing governance functions related to cybersecurity.

Responsible for strategic projects such as development of the National Cybersecurity Strategy and Critical Infrastructure Protection, Panama’s accession to the Budapest Convention on Cybercrime (Council of Europe), securing the National Multi-Service Network of the State, and the establishment of the Panama National Incident Response Center (CSIRT) among others.

Some of my most relevant assignments include management and oversight of Panama’s National Incident Response Center (CSIRT Panama), IT Security Unit Supervisor at the Panama Canal Authority, Systems Security Unit Manager at Cable & Wireless Panama, and Security Solutions Architect for the Millicom-TIGO group.

I am a graduate of Central American Technological University (Honduras) with a degree in Information Systems Administration.
